center and 49th street is now closed off. it is completely filled with people. folks have been camping out for this concert since wednesday. overnight, the line stretched on 5th avenue all of the way to 51st street for chris brown. people have been waiting for this concert to see this young man who is on the top of the charts and really just ready for a big, big concert. matt? >> i tell you, al, this represents this morning, the motorcade had to actually move these people out of the way. anyway, we'll get back to you in a couple of minutes. meanwhile, there has been a major development in the ongoing budget negotiations. president obama suspended the talks for the today. we'll tell you why and we'll talk to one of the senators who has been inside the negotiating room all week long. >> that's right. and also casey anthony is going to be released this sunday. and -- from prison.

authorities are becoming increasingly concerned for her safety and we're live at the jail this morning with details on that story. remember the photo we showed you earlier this week of that massive 18-foot long crocodile, the saltwater croc? a lot of people thought this was a doctor'd photograph. you can believe it's real. we went in search of that beast and we found him. let's begin with that breaking news over night in boston where two delta planes collided. nbc's tom costello covers aviation for us in washington. good morning. >> delta flight 226 heading to europe and delta regional jet atlantic southeast flight headed to raleigh, durham, north carolina. neither plane ended up going anywhere last night. passengers aboard two planes got quite a jolt thursday evening when their jets collided on the tarmac. >> it looked awfully close. it just clipped it. the tip of the wing just sheered right off. >> reporter: the larger jet, a

delta boeing 767, bound for amsterdam, was preparing to take off when it struck a commuter jet, slicing through its tail and alarming passengers. >> the whole plane jostled. so we rocked side to side. >> a really big shock. >> reporter: the commuter jet heading to north carolina suffered major damage to the tail and horizontal stabilizer and the collision came for a rude awakening for one of its passengers. >> i was half asleep. the next thing you know there was a bang. we all wondered what happened. the pilot came on and said we were clipped by the plane behind us. >> did he hit you with the tail with his wing? >> absly, he did. >> reporter: a similar accident happened in april when a large air fans a-380 hit the tail of a much smaller jet giving it a dramatic spin. an investigation is under way to determine what caused this delta flight to ram into the jet in boston. but for now, passengers are

praising delta staffers for their response to the incident. >> i think they responded pretty well. they told us, everybody remain calm and they'll have somebody come out and take care of us quickly. nobody was hurt. mostly everybody was fine. >> 215 people on board the amsterdam bound flight. 77 on that smaller jet. one passenger on the smaller jet reported some neck pain. other than that, no injuries. the ntsb is investigating. they have collected both black boxes. back to you. >> tom costello in washington. five minutes after the hour. here's ann. >> matt, thanks. we're following also breaking news in london as well this morning where the i'embattled chief executive of rupert murdoch's newspaper resigned after days of pressure over that phone hacking scandal. we go to nbc's stephanie goss in london with the latest on this story. good morning. >> good morning, ann. well, rebecca brooks wrote a letter to her staff and

reiterates her apology. she goes on to admit that she's become a focal point in this crisis and potential distraction from news international's efforts to fix the problems of the past. from the moment this scandal broke rebecca brooks has been a lightning rod. the editor of the "news of the wor world" when the most damaging we allegation of phone hacking took place. >> james miller and rebecca brooks can deny knowledge but they can't deny responsibility. >> reporter: in 2002 reporters for the paper are accused of hacking voice mail, a 13-year-old murder victim. brook shut down the paper last sunday firing hundreds but her offer to resign last week was declined by news corp. today the company accepted. meanwhile, brooks' former boss, rupert murdoch, has gone on the defensive choosing to talk to one of his own papers if in an interview with the "wall street journal," he said the damage done to news corp's reputation

are irresist viable. murdoch pledged to investigate any charges of wrong doing and defended his son james, the deputy chief operating officer. i think he acted as fasts he could, the moment he could. as for how the scandal was effecting him personally, murdoch said he was getting annoyed. i'll get over it. i'm tired. murdoch will need his rest, next tuesday the 80-year-old, his son james, and rebecca brooks will be in the hot seat taking questions on the phone hacking scandal from the british parliament. the murdocs originally said they wouldn't attend what is bound to be a grilling, triggering a strong rebuke. >> my message to, you know, to rebecca brooks, the murdoch, is just do the decent thing. >> reporter: within hours political pressure led to a sflip flop. now all three say they will answer the government's questions. while news corp endures an ever widening crisis here in the uk, suspension that the company targeting americans is gaining

momentum. the fbi has opened an investigation into an unsourced report in one british tabloid that "news of the world "account attempted to hack the phones of 9/11 victims. news international, the subsidiary in the uk, tells nbc news they have seen no evidence to support the claim. but with brooks gone and a full-blown investigation on going in the uk that involves a former prime minister and the royals, among others, some experts believe investigators in the u.s. will hold off for now. >> the u.s. is not going to want to be seen as trying to trump the british. the britts are going to be the ones who investigate this. it's really their interest at stake. >> reporter: james murdoch wrote a letter to staff as well outlining what news international has done so far to try to fix this problem. he mentioned the resignation of rebecca brooks, the backing out of the deal as well as the closing of the "news of the world" newspaper. he went on to say that news international is going to print this weekend in british

newspapers an advertisement apologizing for "news of world"'s action. ann? >> all right, stephanie gosk this morning. once again, here's matt. now to washington. president obama joined the new line in the sand when it comes to the debate over raising the debt ceiling. nbc's kristen welker has more on this from the white house. >> good morning to, you you matt. with less than three weeks to resolve this issue, president obama told congress aol leaders it's decision time. he has given them a day off, told them to talk to their caucuses and figure out a path forward. for the first time this week there will be no face-to-face meetings at the white house today. the talks are stuck. the president wants a big deficit reduction plan that would also raise revenue by rolling back hacked credits for wealthy americans and large corporations. republicans are holding the line say nothing new taxes. >> that's a place where i don't believe a single republican in the house or senate are willing

to go. >> reporter: fearing the talks might fall apart, senate minority leader mitch mcconnell and majority leader harry reid are working on a backup plan based on a proposal mcconnell presented earlier this week which would allow the president to raise the debt ceiling in three increments through the 2012 election. >> hopefully we can come up with this big robust deal we've been trying to get. until we do that we're going to look at other alternatives. >> reporter: with no deal in sight there's still a lot of partisan wrangling. >> my message to the republicans who are stopping us from extending the debt ceiling is that if they bring this economy down they've broken it and they own it. >> we're not going to raise the debt ceiling if we don't have cuts in excess of that amount that we don't want to raise taxes. >> reporter: after democrats suggested that house majority leader eric cantor was undercutting speaker john boehner by dominating the debt talks, the republicans put forward a united front. >> let me just say, we have been

in this fight together. and any suggestion that the role that eric has played in these meetings has been anything less than helpful is just wrong. >> reporter: wall street is getting more worried. standard & poor's is now the second major credit agency to warn it might downgrade the nation's top notch credit rating if a deal isn't reached soon. treasury secretary timothy geithner has kept up his own warning saying if the debt ceiling isn't raised by august 22nd, the u.s. will default on its loan. >> we have looked at all available options and we have no may to give congress more time to solve this problem, and we're running out of time. >> reporter: president obama's speech in just a few hours we expect him to make a case that a larger deal is still possible with just a little bit of compromise. in the meantime he has given congressional leaders about 36 hours to figure out that path forward with the understanding that they might be meeting again over the weekend. matt? >> kristen welker at the white

kidnapped, murdered, and dismembered 8-year-old liby. the charges upgraded to first degree murder and kidnapping. investigators say he took advantage of this little boy, seen on surveillance video lost walking home from summer camp. he asked aaron, a stranger, for directions. police say aaron took him away, tied him up, and dismembered his body. >> concern for the defendant's mental state, his cognitive abilities. he indicated to me he hears voices and there's hall lugs luis nations involved as well. >> aaron giggled as he confessed to killing the boy, saying he went for a towel to smother him. aaron told police, he fought back a little bit until eventually he stopped breathing. >> to the best of my knowledge he hasn't expressed any remorse.

>> they got computer hard drives and cell phones looking for the smallest clue as to why this happened. how a religious man with no history of violence could snap. >> a person like this doesn't deserve to live. >> repter: a major hood where jews take pride in their safety and security. aaron is orthodox, an insider, he lived with his father here around worked in the local hardware store. and in a grizzly twist, work as a butcher at a supermarket when he lived in tennessee. >> mothering him. >> reporter: as prosecutors try to send aaron to prison for life, it is this boy on everyone's mind, what began as a milestone in his life, a first walk alone, ended with the

for short-term fixes. osama bin laden was trying to assemble a team to attack the u.s. on the upcoming tenth anniversary on 9/11 when he was killed in may but things never progressed beyond the planning stages. the cia is never progressed beyond the planning stages. the cia is working to make sure this plan nor any others are carried out. the white house is asking a federal appeals court to lift the band on the don't ask, don't tell policy. the obama administration says it will end the band ban on openly gay service members in the coming weeks and does not want to, quote, short circuit the appeal process. one of the newest luxury resorts is warning guests they may have been exposed to the bacteria that causing legionnaires' disease. hot water in the showers of the aria contained high levels of the bacteria, and 20,000 guests may have been exposed between june 21st and july 4th. six cases of the sometimes deadly disease were reported and treated. an end to the nfl lockout could come as early as today

we're running 10 to 15 degrees below where our seasonal average normally is. 70 in redwood city. the brighter side of things is the fact the sun's going to come out sooner for you at the coast today. you're not going to have to wait until 2:00 p.m. >> and that's your latest weather. ann? a 12-year-old boy is recovering this morning after he was attacked by a bull shark off the texas coast. and now he's sharing his hero inning ordeal for the first time. nbc tom trang is in houston with details this morning. good morning. >> reporter: ann, good morning to you. what a week he has had. what started as a family vacation took a dangerous turn in a matter of seconds. nicholas is heading to the operating room for a 40 time. he doesn't need a reminder of why he's here. >> swimming in the surf. just having a good time. waist deep water.

a shark came up and bit my foot. i was really in jock. >> reporter: the family was on vacation in texas. playing in the water off a sunday beach when a man-eating bull shark struck, biting into nicholas' foot, trying to tear it off until someone pulled him to safety. >> i turned around and my friend mark was holding nicholas in his hands, in his arms and carrying him towards me. and, you know, i saw the he's mangled foot and a lot of blood. i know god was with us because we fought clearly. after the first shock, you know, he snapped out of that and you start thinking clearly. >> my dad took off his foot and wrapped it around my foot to put pressure on it to stop the bleeding. >> i turned around and saw them carrying nicholas and i knew right then it was pretty serious. >> reporter: with the help of a friend she was able to flag down a boat to get nicholas back to

the shore quicker. >> when i put his head in my lap and he said, mom, you need to start praying. >> reporter: by the time nicholas arrived at the hospital he was in danger of losing his foot but his doctor was hopeful. >> i think he is able to come back and have a functional foot. >> this one was probably a few feet long. >> reporter: shark attacks off the u.s. coast are extremely rare. but when they happen, they're extremely dangerous. bull sharks are aggressive and comfortable in shallow water. >> you have a better chance of winning the lottery really than being bitten by a shark. >> reporter: nicholas now has one rare fishtail that needs no exaggeration. >> dude, i got bit bay shark. >> reporter: and he has big plans for the future. >> i want to be a fireman and have, you know, own an aquarium store because i really do love fish and i like having pet fish and fish tanks and stuff. >> if you want to follow nicholas' recovery or help out

also, we're going to meet a mom who says that facebook saved her 4-year-old son's life. she'll explain that for us. all right. let's begin this half hour with those security concerns surrounding casey anthony's release this weekend. nbc's lilia feliciano is at the orange county jail for us. good morning. >> reporter: good morning to you, ann. we have just received notice that casey anthony has filed an appeal for the four guilty charges of lying to law enforcement. this all comes as security here at the orange county jail is reinforced pending her release on sunday. casey anthony's attorney visiting her on thursday is giving no hint on where casey is going as a free woman. deputies from the same orange county sheriff's team that arrested her over the disappearance of her 2-year-old daughter, caylee, will be in charge of keeping her safe from people outraged by her acquittal on murder charges. >> we, the jury, find the defendant not guilty. >> reporter: many believe there's a real reason for concern about casey's safety.

>> there has been a plethora of chatter in the social media circles where people have expressed their displeasure over the verdict. >> what? not guilty? >> god going to get you for that. watch. >> she got away with murder. >> reporter: casey does have a few fans, mostly men, who have sent her money in jail so she will leave her cell with a few hundred dollars in her pocket. her jail commentary accountant shows she has only $470 left after buying candy and makeup. so casey, declared indigent by the court, must now figure out how to pay her bills. an independent california tf pro-deucer says he'll pay her $1 million to tell her story. million to tell her story. >> we're going to provide the cross-examination the prosecutor never got a chance to do. >> reporter: whether she accepts the offer or not, freedom could get expensive for casey. sheriff's office and others are trying to recover the hundreds of thousands of dollars spent in

the search for caylee and the prosecution of her mother. and then there's the lawsuit for damages filed by zenaida gonzalez, the woman whose name was the one that casey made up when she told police about zani the nanny, the baby sirte who supposedly kidnapped her daughter. her attorney demands she answer her questions before she is released, arguing that the undersigned as a good faith basis to believe that the defendant will leave the jurisdiction of this court, disguise herself, and change her name. to which team casey responded, she is not available as her trial was a grueling experience that has left the defendant emotionally and mentally exhausted. casey anthony has been subpoenaed to gave deposition on tuesday at zenaida gonzalez's attorney's office. but they say they fear as soon as she's released from jail on sunday she will disappear and leave everything in her attorney's hands. they say they are ready to ask for sanctions if this is the case. ann?

that massive croc known simply as brutus has been making waves worldwide to get a firsthand look at this giant deadly predator we sent a crew of our own to australia's remote breaches. deep in australia's northern territory, lurking along the adelaide river, giant saltwater crocodiles infest these waters. brutus, the giant predator who recently made headlines around the world after leaping from the water, dangerously close to a boat full of tourists. he was said to be 18 feet long, weighing a whopping 2,000 pounds. to get a glimpse of this massive croc for ourselves, we joined adelaide river cruises and their colorful tour guide morgan. >> we will get a photograph. >> reporter: stocking buffalo meat to lure brutus out of the water we set out in search of the giant croc. >> the big mouth can dominate an area four to five kilometers each and you never quite know where they are. >> reporter: after 30 minutes we

got our first look at brutus. >> good morning, brutus. >> reporter: 70 to 80 years old, locals say brutus lost his front leg after a run-in with a shark. he's missing teeth, they say, from regularly feasting on wild bores. >> this is one of the best hunters of the world, survive millions of years to observe this. they are probably the last of the dinosaurs in the world. >> reporter: deadly and extremely powerful, saltwater crocs kill their prey using their incredible jaw pressure. a sight to see for this group of tourists. >> unbelievable. >> i've never seen anything like that before. just magic. >> amazing. my heart is racing. scary. >> reporter: and while brutus may be a monster, he's not even the biggest beast of the bunch here in the river. his brother, known as the dominator, has brutus beat, measuring in at 20 feet long. >> live an amazing life.

truck driver at gunpoint. most of the other muggies reported since june 16 have happened at night. the county lawmakers say they are looking at improving lighting. >> good day. we're coming on the air now to go to the white house and washington as president obama will hold his third press briefing and statement of recent weeks. all over this attempt to raise the nation's debt ceiling and avoid defaulting on obligations. there have been several attempts at deal from a grand bargain to something far less. moderator of "meet the press" david gregory will be watching with us. what are you hearing? >> it's interesting. private negotiations aren't going as well. that's why the president is trying to keep the pressure on republicans. we look at the state of play in washington, the president trying to put republicans in the corner

and yet senate republicans i talked to, brian, saying the president, the white house, increasingly irrelevant here, they are moving on their own track here and may end up that there is a smaller deal to deal with the very big problem because the two sides can't come together. >> in the briefing room our chief white house correspondent, chuck todd. the president will come through the door behind where you are, chuck. what are you hearing? >> that's right. it's what david said so in many ways this press conference is an attempt for the president to keep his voice in the conversation but look, talks are over here. there might not be another round of talks with these eight members of the leadership from here forward. instead, this is a conversation taking place between harry reid, mitch mcconnell and white house aides. place between harry reid, mitch mcconnell and white house aides. >> chuck, the president walking in. we'll hear from him. >> yesterday we had another

meeting with the congressional leaders. we aren't having one today. so i thought it would be useful to give you guys an update on where we are. all the congressional leaders have reiterated the desire to make sure that the united states does not default on our obligations. and that default the united states has preserved. that is a good thing. i think we should not even be this close to a deadline on this issue. this should have been taken care of earlier. but, it is encouraging that everybody believes that this is something that has to be addressed. for the general public, i've said this before, but i just want to reiterate, this is not some abstract issue. these are obligations that the united states has taken on in the past. the congress has run up the credit card and we now have an obligation to pay our bills. if we do not, it could have a whole set of adverse consequences.

we could end up with a situation, for example, where interest rates rise for everybody all throughout the country. effectively, a tax increase on everybody. because suddenly whether you're using your credit card or you're trying to get a loan for a car or a student loan, businesses that are trying to make payroll, all of them could end up being impacted as a consequence of a default. now, what is important is that even as we raise the debt ceiling, we also solve the problem of underlying debt and deficits. you know, i'm glad that congressional leaders don't want to default, but i think the american people expect more than that. they expect that we actually try to solve this problem. we get our fiscal house in order. so, during the course of these discussions with congressional leaders, what i've tried to emphasize is we have a unique opportunity to do something big.

we have a chance to stabilize america's finances for a decade or 15 years or 20 years. fw we' if we're willing to seize the moment. what that would require is some shared acura fisacrifice and a approach that says we are going to make cuts in domestic spending. i have already said that i'm willing to take domestic spending down to the lowest percentage of our overall economy since dwight eisenhower. it also requires cuts in defense spending. and i've said that in addition to the $400 billion that we already cut from defense spending, we're willing to look for hundreds of billions more. it would require us taking on health care spending, that includes looking at medicare and finding ways that we can stabilize the system so that it is available not just for this generation, but future

generations. and it would require revenues. it would require, even as we're asking the person who needs a student own loloan or the senio citizen or people, veterans who are trying to get by on the disability check, even as we're trying to make sure that all those programs are affordable, we're also saying to folks like myself that can afford it that we are able and willing to do a little bit more. that millionaires and billionaires can afford to do a little bit more. that we can close corporate loopholes. so that oil companies aren't getting unnecessary tax breaks. or that corporate jet owners aren't getting unnecessary tax breaks. if we take that approach, then i am confident that we can not only impress the finance markets, but, more importantly,

we can impress the american people that this town can actually get something done once in a while. now, let me acknowledge what everybody understands. it is hard to do a big package. my republican friends have said that they're not willing to do revenues and they have repeated that on several occasions. my hope, though, is that they're listening not just to lobbyists or special interests here in washington, but they're also listening to the american people because it turns out poll after poll many dup by your organizations show that it's not just democrats who think we need to take a balanced approach, it's republicans, as well. the clear majority of republican voters think that any deficit reduction package should have a balanced approach and should include some revenues. that's not just democrats. that's the majority of republicans. you've got a whole slew of

republican officials from previous administrations. you've got a bipartisan commission that has said that we need revenues. so, this is not just a democratic understanding, this is an understanding that i think the american people hold that we should not be asking sacrifices from middle class folks who are working hard every day from the most vulnerable in our society. we should not be asking them to make sacrifices. we are not asking the most fortunate in our society to make sacrifices, as well. so, i am still pushing for us to achieve a big deal. but what i also said to the group is if we can't do the biggest deal possible, then let's still be ambitious. let's still try to at least get a down payment on deficit reduction. and that we can actually accomplish without huge changes in revenue or significant

changes in entitlements. but we could still send a signal that we are serious about this problem. the fall back position, the third option, and i think the least attractive option, is one in which we raise the debt ceiling, but we don't make any progress in deficit and debt. because if we take that approach, this issue is going to continue to plague us for months and years to come. and i think it's important for the american people that everybody in this town set politics aside, that everybody in this town sets our individual interests aside and we try to do some tough stuff. and i have already taken some heat from my party for being willing to compromise. my expectation and hope is that everybody in the coming days is going to be willing to compromise. last point i'll make and then i'll take questions.

we are, obviously, running out of time. so, what i've said to the members of congress is that you need over the next 24 to 36 hours to give me some sense of what your plan is to get the debt ceiling raised through whatever mechanisms they can think about and show me a plan in terms of what you're doing for deficit and debt reduction. if they show me a serious plan, i'm ready to move. even if it requires some tough decisions on my part. i'm hopeful that over the next couple days we'll see this log jam broken because the american people, i think, understand we want to see washington do its job. with that, let me see who's on the list. we'll start with jake tapper. >> thank you, mr. president. you said that reducing the deficit will require shared sacrifice. we know we have an idea of the taxes that you would like to see raised on corporations and on

americans in the top two tax brackets. but we don't yet know what you are specifically willing to do when it comes to entitlement spending. in the interest of transparency, leadership and also showing the american people that you have been negotiating in good faith, can you tell us one structural reform that you're willing to make to one of these entitlement programs that would have a major impact on the deficit? would you be willing to raise the retirement age? >> we said that we're willing to look at all those approaches. i laid out some criteria in terms of what would be accepted. for example, i said very clearly that we should make sure that current beneficiaries, as much as possible, are not affected. but we should look at what can we do in the years so that over time some of these programs are more sustainable.

i've said that means testing on medicare, meaning people like myself, you know, i'm going to be turning 50 in a week, so, i'm starting to think a little bit more about medicare eligibility. yeah, i'm going to get my aarp card soon and it discounts. but you know, you can envision a situation where for somebody in my position, me having to pay a little bit more on premiums or co-pays or things like that would be appropriate. again, that could make a difference. so, we've been very clear about where we're willing to go. what we're not willing to do is to restructure the program in the ways that we've seen coming out on the house over the last

several months. where we would voucherize the program and you potentially have senior citizens paying $6,000 more. i view social security and medicare as the most important social safety nets that we have. i think it is important for them to remain as social insurance programs that give people some certainty and reliability in their golden years. but, it turns out that making some modest modifications in those entitlements can save you trillions of dollars. and it's not necessary to completely revamp the program. what is necessary is to say, how do we make some modifications, including, by the way, on the provider side. i think it's important for us to keep in mind that, you know, drug companies, for example, are still doing very well through the medicare program. and although we have made drugs more available at a cheaper

price to seniors who are in medicare through the affordable care act, there's more work to potentially be done there. so, if you look at a balanced package even within the entit entitlement programs, it turns out you can save trillions of dollars while maintaining the core integrity of the program. you know, i'm not going to get into specifics. as i said, jake, everything that you mentioned are things that we have discussed. but what i'm not going to do is to ask for even, well, let me put it this way. if you're a senior citizen and a modification potentially costs you $100 or 200 bucks a year more or even if it's not affecting current beneficiaries. somebody who is 40 today, 20 years from now is going to end up having to pay a little bit more. the least i can do is say that people who are making a million

dollars or more have to do something, as well. and that's the kind of trade off, that's the kind of balanced approach and shared sacrifice that i think most americans agree needs to happen. >> thank you. >> thank you, mr. president. i just thought i heard you kind of open up the door to this middle of the road possibility. i think you said show me a serious plan and then i'm prepared to move. just a few minutes before you came here, house republicans said they would vote on this $2.4 trillion package as a balanced budget amendment. is that a plan or is it dead? >> i haven't looked at it yet and my expectation is that you'll probably see the house vote on a couple of things just to make political statements. but if you're trying to get to $2.4 trillion without any

revenue, then you are effectively gutting a whole bunch of domestic spending that is going to be too burdensome and that is not going to be something that i would support. you know, just to be very specific. we've identified over a trillion dollars in discretionary cuts both in defense and domestic spending. that's hard to do. i mean, that requires, essentially, that you freeze spending. and when i say freeze, that means you're not getting inflation so that these are programmatic cuts that over the course of ten years, you'd be looking at potentially a 10% cut in domestic spending. now, if you then double that number, you're then at that point really taking a big bite out of programs that are really important to ordinary folks.

i mean, you're talking then about students accumulating thousands of dollars more in student loan debt every year. you're talking about federal workers and veterans and others potentially having to pay more in terms of their health care. so, you know, i have not seen a credible plan having gone through the numbers that would allow you to get to $2.4 trillion without really hurting ordinary folks and the notion that we would be doing that and not asking anything from the wealthiest among us or from closing corporate loopholes. that doesn't seem like a serious plan to me. the notion that, for example, you know, oil company tax breaks. where the oil executives themselves say they probably don't need them. to have an incentive to go out

and drill oil and make hundreds of billions of dollars. you know, if we haven't seen the other side even budge on that, you know, then i think most democrats would say that's not a serious plan. one last point on the balanced budget. i don't know what version they're going to be presenting. but some of the balanced budget amendments that have been floating up there. this cap or cut cap and balance, for example. when you look at the numbers, what you're looking at is cuts of half a trillion dollars below the ryan budget in any given year. i mean, it would require cutting social security or medicare substantially. and, you know, i think it's important for everybody to understand that all of us believe that we need to get to a point where eventually we can balance the budget.

we don't need a constitutional amendment to do that. what we need to do is do our jobs and we have to do it the same way a family would do it. if a family gets overextended and their credit card is too high, they just don't stop paying their bills. what they do is they say, how do we start cutting our monthly costs and we keep on making payments and we cut out the things that aren't necessary and we do it in a way that maintains our credit rating. we do it that's responsible. we don't stop sending our kids to college. we don't stop fixing the boiler or the roof that's leaking. we do things in a sensible, responsible way. we can do the same thing when it comes to the federal budget. >> within that $2 trillion band if you go for the middle of the road package, which i think you referred to as the second option, would that need to have stimulative measures either payroll tax extension or the

extension of insurance? >> i think both would be good for the economy. a payroll tax cut is something that has put $1,000 in the pocket of the typical american family over the last six, seven months. and has helped offset some of the rising costs in gasoline and food. and i think that american consumers and american businesses would benefit from a continuation of that tax cut next year. unemployment insurance. obviously, unemployment is still too high. and, you know, a lot of folks out there who are doing everything they can to find a job. the market is still out there. to make sure they can stay in their homes potentially or they're able to still support their families, i think it's very important and contributes to the overall economy. so, i think there are ways that you can essentially take a little over a trillion dollars in serious discretionary cuts,

meaningful discretionary cuts and then start building on top of that some cuts in nonhealth care mandatory payments. ethanol programs and, you know, how we calculate various subsuidasubs subsidies to various industries and that could be layered on and we can still do something like a tax cut for ordinary families that would end up benefiting the economy as a whole. that is not my preferable option, though. i think about this like a layer cake. you can do the bare minimum and then you can make some progressively harder decisions to solve the problem more and more and we're in a position now where if we're serious about this and everybody is willing to compromise, we can, as i said before, fix this thing probably for a decade or more. and that's something that i

think would be good for overall business climate and would encourage the american people that washington is willing to take care of its business. >> the climate bill but not required for your signature, is that what i heard? >> i'm sorry, i lost you on that one. >> you're saying these stimulate was measures would be good for the economy but not included for you to sign $2 trillion or $4 trillion. >> i have to look at an overall package. i don't know what the speaker or mr. mcconnell are willing to do at this point. chuck todd. >> mr. president, this process got kind of ugly in the last week and it appears from the outside that things even got a little futile at these meetings. any regrets on your role on how this went and $4 trillion over ten years and spent the last six months selling that, the balance package to the american people? >> no.

first of all, i think this notion that things got ugly is just not true. we've been meeting every single day and we have had very constructive conversations. you know, the american people are not interested in reality tv aspects of who said what and did somebody's feelings get hurt. they're interested in solving the budget problem and the deficit and the debt. so, that may be good for chatter in this town. it's not something that folks out in the country are obsessing about. i think with respect to simpson, it was important for us to, it would not have happened i had not set up the structure for it, as you may recall. this is bipartisan legislation that some of the republicans vote against when i said i was for it. that is a pattern that i'm still puzzled by. so, we set it up and they issued

a report and what i said was this provides us an important framework to begin discussions. but there were aspects of it that i said from very early on, you know, were not the approach i would take. i'll give you an example. on defense spending. a huge amount of their savings on the discretionary side came out of defense spending. i think we need to cut defense. but as commander in chief, i need to make sure we're cutting in it in a way that recognizes that we're still in the middle of a war and we're winding down another war and we've got a whole bunch of veterans we have to care for as they come home. so, what we've said is a lot of the components we're willing to embrace. for example, you know, the domestic spending cuts that they recommend. we basically taken. others like on defense, we have taken some, but not all the

recommendations because it's important for it to be consistent with our defense needs and our security needs. the bottom line is that this is not an issue of salesmanship to the american people. the american people are sold. the american people are sold. i just want to repeat this. >> it would have been different, you had republican support on it? the republican senators signed -- >> chuck, you have 80% of the american people who support a balanced approach. 80% of the american people support an approach that includes revenues and includes cuts. the notion that the american people are not sold is not the problem. the problem is members of congress are dug in idelogically into various positions because they boxed themselves in with previous statements. and this is not the american

people knowing what the right thing is. this is a matter of congress doing the right thing and reflecting the will of the american people. if we do that, we will have solved this problem. >> thank you, mr. president. i wanted to ask you about the two trains that seem to be rolling down the tracks on the hill. specifically, leader mcconnell has laid out an elaborate plan to lay out the debt limit. it looks like last night they are going to pair that with a new committee that would be tasked with coming up with the big solution that you talk about coming up with by the end of the year. your comment on that proposal? meanwhile in the house they say we could be flexible on some of our demands and they note that vice president biden voted for a bba in 1997. is there any way that could be part of the solution? is there any version of a bba that you would support? >> first of all, for the consumption of the general public, bba being a balanced

budget. we don't need a constitutional amendment to do our jobs. the constitution already tells us to do our jobs. and to make sure that the government is living within its means and making responsible choices. and, so, this notion that we're going to go through a multi-year process instead of seizing the moment now and taking care of our problems is a typical washington response. we don't need more studies, we don't need a balanced budget amendment. we simply need to make these tough choices and be willing to take on our basis. and everybody knows it. i mean, we could have a discussion right here about what the numbers look like and we know what's necessary. here's the good news. it turns out we don't have to do anything radical to solve this problem.

contrary to what some folks say that we're not greece, we're not portugal. it turns out that our problem is we cut taxes without paying for them over the last ended up ins programs like a prescription drug program for seniors that was not paid for. we fought two wars, we didn't pay for them. you know, we had a bad recession that required a recovery act and stimulus spending and helping states and all that accumulate it and there's interest on top of that. and to unwind that, what's required is that we roll back those tax cuts on the wealthiest individuals that we clean up our tax codes so we're not giving out a bunch of tax breaks to companies that don't need them and are not creating jobs. we cut programs that we don't

need. and we invest in those things that will help us grow. and every commission that's been out there has said the same thing. and basically taken the same approach within the margin of error. so, you know, my general view is that if the american people looked at this, they'd say, boy, some of these decisions are tough. but they don't require us to gut medicare or social security. they don't require us to stop helping young people to go to college. they don't require us to stop helping families who got a disabled child. they don't require us to violate our obligations to our veterans. and they don't require quote/unquote job killing tax cuts. they require us to make some modest adjustments to get our house in order and we should do

it now. with respect to senator mcconnell's plan. as i said, i think it is constructive to say that if washington operates as usual and can't get anything done let's at least avert armageddon. i'm glad that people are serious about the consequences of denot. but we have two problems here. one is raising the debt ceiling. this is a problem that was manufactured here in washington because every single one of the leaders over there have voted for raising the debt ceiling in the past and it has typically been a difficult, but routine process. and we do have a genuine underlying problem that our debt and deficits are too big.

so, senator mcconnell's approach solves the first problem. it doesn't solve the second problem. i'd like to solve that second problem. >> are you looking at this option as a more likely outcome at this point or can you share with us why you have some hope that the talks that have been going on might actually produce an answer? >> i always have hope. don't you remember my campaign? even after, even after being here for two and a half years. i continue to have hope. you know why i have hope, is because of the american people. you know, when i talk to them and i meet with them as frustrated as they are about this town, they still reflect good common sense. and all we have to do is align with that common sense on this problem. it can get solved. and i'm assuming that at some point members of congress are going to listen. i just want to repeat every

republican, i won't say every, a number of republican former elected officials that aren't in office now would say a balanced approach that includes some revenue, is the right thing to do. the majority of republican voters say that approach is the right thing to do. the proposal that i was discu discussing with speaker boehner fell squarely in line with what most republican voters think we should do. so, the question is, at what point do folks over there start listening to the people who put them in office? now's a good time. sam young. >> good morning, mr. president. i'd like something chuck asked about his first question about the tone of the debate. i faintly remember your campaign and why it hasn't been ugly as

you say. when you have senator mcconnell making comments that he views these negotiations through the prism of 2012, how much does that poison and going forward, if, if you can get a deal on this, can you get anything done with congress for the next year and a half? >> let me say this. and i'm not trying to poke at you guys. i generally don't watch what is said about me on cable. i generally don't read what is said about me, even in "the hill." and, so, you know, part of this job is having a thick skin and understanding a lot of this stuff is not personal. you know, that's not going to be an impediment to whatever senator mcconnell says about me on the floor of the senate is not going to be impediment to us getting a deal done. you know, the question is going to be whether at any given moment we're willing to set

politics aside, at least briefly, in order to get something done. i don't expect politicians not to think about politics. but every so often there are issues that are urgent that have to be attended to and require us to do things we don't like to do. that run contrary to our base. they get some constituency that helped elect us agitated because they're looking at it from a narrow prism. we're supposed to step back and look at it for what's good for the country. and if we are able to remind ourselves of that, then there's no reason why we shouldn't be able to get things done. look, what we've been obsessing over the last couple weeks about raising the debt ceiling and reducing the debt and deficit. i tell you what the american people are obsessing about right now. that unemployment is still way

too high and too many folks homes are still under water. and prices of things that they need, not just that they want, are going up. a lot faster than their paychecks are if they have a job. so, even after we solve this problem, we still got a lot of work to do. we should renew the payroll tax for another year. r make sure unemployment insurance is there for another year. you were making the point if that issue could be wrapped into this deal. my point is that those a whole other set of issues that we need to be talking on and working on. i have an infrastructure bank, bill, that would start putting construction workers back to work rebuilding our roads and bridges. we should be cooperating on that. most of the things that i've proposed to help spur on additional job growth are

traditionally bipartisan. i've got three trade deals sitting, ready to go. these are all trade deals that the republicans told me were their top priorities. they said this would be one of the best job creators that we could have. yet, it's still being held up because some folks don't want to provide trade adjust assistance to people who are displaced as a consequence of trade. surely we can come up with a compromise to solve those problems. so, huge differences between now and november 2012 between the parties and whoever the republican nominee is, you know, we're going to have a big, serious debate about what we believe is the right way to guide america forward and to win the future. and i'm confident that i will win that debate because i think that we've got, we've got the

better approach. but in the meantime, surely, we can every once in a while sit down and actually do something that helps american people right here and right now. >> in the meantime, sir, that i'm curious about. as you just said, raising the debt ceiling is fairly routine, but economic armageddon, as you said. if you can get past this one, how can you get any agreement with congress on those big issues you talked about? >> you know, i am going to keep on working and i'm going to keep on trying and what i'm going to do is to hope that, in part, this debate has focused the american people's attention a little bit more and will subject congress to scrutiny and i think increasingly the american people are going to say to themselves, you know what, if a party or a politician is constantly taking

the position my way or the highway, constantly being locked in to, you know, idelogically rigid positions that we're going to remember at the polls. it's kind of cumulative. the american people aren't paying attention to the details of every as peck of this negotiation. what they are paying attention to is who seems to be trying to get something done? who seems to be posturing and just trying to score political points? i think it will be in the interest of everybody who wants to continue to serve in this town to make sure that they are on the right side of that impression. and that's, by the way, what i said in the meeting two days ago. i was very blunt. i said the american people do not want to see a bunch of posturing. they don't want they don't want to hear a bunch of sound bites.

what they want is for us to solve problems. and we all have to remember that. that's why we were sent here. last question, scott? >> thank you, mr. president. i wondered if you've seen any sign that republicans are being more aligned with that american majority or if we are in the same place today that we were on mond monday. >> it's probably better for you to ask them. i do think that, i've said this before, speaker boehner in good faith was trying to see if it was possible to get a big deal done. he had some problems in his caucus. my hope is that after some reflection, after we walk through all the numbers this week and we look at all the options that there may be some movement, some possibility, some interest to still get something more than the bare minimum done.

but we're running out of time. that's the main concern we have at this point. we have enough time to do a big deal. you know, i've got reams of paper and printouts and spreadsheets on my desk and, so, we know how we can create a package that solves the deficit and debt for a significant period of time. but in order to do that, we have to get started now. that's why i'm expecting some answers from all the congressional leaders. some time in the next couple of days. i have to say, you know, this is tough on the democratic side, too. i mean, some of the things that i've talked about and said i would be willing to see happen, there are some democrats who think that's absolutely unacceptable. and, so, that's where i have a selling job, chuck, is trying to sell some of our party that if

you are a progressive, you should be concerned about debt and deficit just as much as if you're a conservative. and the reason is because if the only thing we're talking about over the next year two years, five years are debt and deficits, then it's very hard to start talking about how do we make investments in community colleges so that our kids are trained. how do we actually rebuild $2 trillion worth of crumbling inf infrastructure. you know, if you care about making investments in our kids and making investments in our insti instructure you should want our house in order so every time we propose a new initiative, somebody doesn't throw up their hands and say more big spending, more big government. you know, it would be very helpful for us to be able to say to the american people, our

fiscal house is in order. so, now the question is, what should we be doing to win the future and make ourselves more competitive and create more jobs and what aspects of what government's doing is a waste and we should eliminate. and that's the kind of debate that i'd like to have. all right, thank you, guys. >> the third such gathering in two weeks and chuck todd, who got the last reference there and had quite an exchange with president obama is back up and standing in the front row. chuck, how do we just move the ball down the field, if at all? >> the president indicated he would support whatever congress produces. and whatever and he didn't get quite specific talking about the mcconnell option which, of course, is this sort of fail safe that puts the burden on himself. but he was clearly eluding to it. right now that's what democratic senator, harry reid, the majority leader mitch mcconnell

and even jon kyl working with house republicans they're negotiating a way to get this through. one way, we're going to raise the debt ceiling. that we know and the rest of this press conference was a little bit about what is it going to look like? how many cuts are going to be involved? how much is the deficit going to get reduced and then a little bit looking back and friday morning quarterbacking. what could have worked and what didn't work. >> chuck todd in the briefing room, well done. over to david gregory across town. david, of course, the unspoken thing in washington. spoken by some, there is this block of republicans in the house that wants none of it and the republican leadership is having a tough time. >> yeah, i think that limits the scope of what's possible here. my reading of what the president is saying is i can take something that we've already agreed to in principaprincipal.

we will have that fight in 2012. a lot of 2012 talk in that, brian. what republicans were not willing to do and how they were not willing to lead and where he was. that will be his position and i think we may have seen a cap here in how much spending cuts are possible. >> over to the hill we go, kelly o'donnell. so much talk about washington ease and washington langage al. david gregory just used revenue. that a tough nut for a lot of folks in this. >> they try to soften it by calling it revenue, which seems a bit more benign. one thing republicans on the hill are trying to give attention to. the crisis is not just the default deadline, but the bigger issue of trying to solve a long-term problem. and they're trying to say that the experts, including secretary geithner, are focused on that, too. trying to shift attention a bit off august 2nd because everybody here tells us the country will

safety laws at a notorious intersection after a shuttle bus slammed into a big rig car carrier. 52-year-old dr. kevin mak died in that crash yesterday morning at the intersection of octavia and oak. the psychiatrist was on his way to work. he was pinned under the rig. max was not wearing a seat belt because none of the university buses have them. >> the lights are timed in such a way on octavia that traffic is traveling 50 miles an hour. once they come off the freeway, the lights turned all green. >> three other shuttle passengers were taken to nearby hospitals when minor injuries, including the driver of the shuttle, is now on paid leave. here is christina loren. she has a look at your very

he has more from washington. >> reporter: this was delta flight 226 and a delta regional jet, make that 4904 headed to raleigh-durham, north carolina. neither plane ended up going anywhere last night. passengers aboard two planes at boston's logan airport got quite a jolt when their jets collide on the tarmac. >> it looked awfully close and it just clipped it. the tip of the wing was just sheared right off. >> reporter: the larger plane was preparing to take off for amsterdam when it struck a commuter jet, striking its tail and alarming the passenger. >> the whole plane jostled. >> a really big shock. >> reporter: the commuter jet which was heading to north carolina, suffered major damage tots tail and horizontal stabilizer and the collision came as a rude awakening for one of its passengers. >> i was half asleep. the next thing you know, there was a bang.

and we all wonder what happened. the pilot comes on and says we've been clipped by the plane behind us. >> reporter: even the air traffic controller on duty could not believe what happened. >> did he hit you with his tail, with his wing? >> absolutely. >> reporter: a similar incident happened in ate april at jfk airport with a large air france a-380 hit the tail of a much larger plane causing to it spin. the question was what caused this in boston? for now, passengers are praising delta staffers for their response to the incident. >> i think they responded pretty well. they said everybody remain calm and they'll have somebody come out and take care of us quickly. they asked if anybody was hurt and mostly everybody was fine. >> reporter: there were 217 people on board. 77 on that smaller jet. one passenger we are told did suffer neck pain. he was on the smaller plane. the ntsb is now investigating and natalie, we're told it has already collected both black boxes and will start to look at

what happened. thank you. federal officials are investigating whether rupert murdoch's news corporation tried to hack the phone of 9/11 victims. meantime, rebecca brooks resigned today as chief executive. despite a default deadline weeks away, president obama and congressional leaders are not meeting face to face today to tacklet he budget crisis. instead the president told lawmakers to spend the day brain storming with the colleagues about a deficit reduction plan. >> if we can't do the biggest deal possible, then let's still be ambitious. let's still try to at least get a down payment on deficit reduction. and that we can actually accomplish without huge changes in revenue or significant changes in entitlements. but we could still send a signal that we are serious about this problem. >> the judge who declared a mistrial thursday in roger

clemens perjury case has set a hearing in december to decide if he can be retried. he is charged with lying to investigators three years ago when he said he never used steroids. the judge declared the mistrial after prosecutors showed the jury videotaped evidence that he had previously banned. and this bird isn't just angry. it is mean. take a look. watch as it stakes out its prey and then takes a dive for that hair-raising peck. no word on what caused the bird to take out its issues on passers by. unbelievable. it is now five minutes past the hour. watch out for the birds. back out to you. >> thanks. sending those birds in. let's check the weather. now we have a call or two from alfred hitchcock.

>> that's your latest weather. >> thanks. casey anthony walks out of jail a free woman on sunday after being acquitted in the murder of her 2-year-old daughter. and there are some big concerns over her safety now. nbc's reporter is in orlando this morning. good morning. >> reporter: today casey anthony has filed an appeal on the four guilty charges of lying to law enforcement. some speculate that this is a strategy on behalf of her defense team to save her from all of the civil lawsuits that have been filed on her name and the ones to come. this all comes as this jail house gets ready for her release on sunday. measures of security have been reinforced. casey anthony's attorney jose baez visiting her in jail on thursday is giving no hint of where casey is going as a free woman. deputies from the same orange county sheriff's team that arrested her over the disappearance of her 2-year-old daughter caylee will be in charge of keeping her safe from

people outraged by her acquittal on murder charges. >> we the jury find the defendant not guilty -- >> reporter: many believe there is a real reason for concern about casey's safety. >> there has been a plethora of chatter in the social media circles where people have express the displeasure over the verdict. >> what? >> god going to get you for that. watch. >> she got away with murder. >> reporter: casey does have a few fans. mostly men who have sent her money in jail so she will leave her cell with a few hundred dollars in her pocket. her jail commissary account shows she has only $470 left after buying candy and make-up. so casey declared indigent by the court must now figure out how to pay her bills. an independent california tv producer said he will pay her $1 million to tell her story. >> we're going to provide the cross-examination that the prosecutor never got a chance to do. >> reporter: whether she accepts the offer or not, freedom could get expensive for casey.

the state of florida and the orange county sheriff's office are among those in line trying to recover the hundreds of thouss of dollars spent in the search for caylee and the prosecution of her mother. and then there is the lawsuit for damages filed by zenaida gonzalez, the woman whose name matches the one casey made up when she told police about zanny the nanny. the baby sit here had supposedly kidnapped her toddler. gonzalez' attorney demands that casey answer his questions in a videotaped deposition before she is released. arguing that the undersigned has a good faith basis to believe the defendant will leave the jurisdiction of the court, disguise herself and change her name to which team casey responded, she is not available as her trial was a dwroolg experience that has left the defendant emotionally and mentally exhausted. casey anthony has been subpoenaed to get deposed on tuesday as the attorneys for zenaida gonzalez' office. now they say she might just

leave town as soon as she leaves jail on sunday. if this is the case, they say they're planning to take sanctions against her. >> all right. thank you. star jones is a former prosecutor and veteran legal correspondent. star, good morning to you. let start where she left off. she's going to leave jail this weekend. a lot of people are concerned about her safety. does the sheriff's office after she walks out those doors have any obligation to protect her or provide her security? even just to get out of town? >> their only job is the same job it would be for one of us. there is no real extreme measures, other than to secure her safe passage out of the jail. and then she is kind of on her own unless there is a viable threat. now we know there has been a lot of stuff on social media but no one had a made an actual threat to her life that >> meanwhile, the lawsuit against her are just piling up. >> yeah. >> those who are keeping track at home. let's run through it. what is she facing right now? >> well, she has the texas

equusearch lawsuit for the search of baby caylee. she has the zonaida gonzales lawsuit, and ultimately she is going to face sanctions from the court to recoup the amount of the prosecution. >> let's talk about zanny the nanny's law suit. >> people didn't believe this person existed. >> she does exist. her lawyer alleges that casey anthony basically got her name from an apartment application. >> yeah. >> and zanny the nanny now says, look, i was defamed by casey anthony and i want damages. does she have a case? >> the police treated her as a person of interest. she ended up losing her job allegedly because of this and her apartment because of this because her landlord didn't want her staying there. if she can show actual damages because of casey anthony's lies, she does have a strong case. >> this is one of those issues that the law calls deafamation

per se. you accuse someone of kidnapping there's no contest. >> people were coming up to this woman and actually making threats against her, as you can imagine. people thought she knew where the baby was. we don't even know a zanny the nanny really existed. some people thought it was code for xanax. so many theories out there. but a woman's life was impacted on. >> the lawyers for zanny the nanny want to depose, sbasically interview for a lawsuit, casey anthony. they're afraid she will leave. wouldn't casey anthony just plead the fifth amendment citing her right not to incriminate herself? >> her lawyer has made that very clear in this argument against having the deposition. one, the lawyer is not available. it would be postponed no matter what. her lawyer wouldn't be there to look out for her interests. but then also, she's going to take the fifth on any substantive question about the disappearance of caylee or the death of caylee.

up in the area which no one predicted. they thought they would be laying low for a long time. very good neighborhood. half mile from the white sugar sand beaches. it made this area famous. i love the idea that they had the double porches on front. it looks like a house that is easy to maintain. all the work is going to be done for you. it has in addition to the double porches, tons of room inside the house. there's the living room. i'm not in agreement with the color choices there. looks like a little too much tu furniture and too brown for a beach house. there's a dining room that's small. a little bit cramped but at least has three windows there with lovely white shutters. at least these are very airy feeling. and then also each of the bedrooms has its own private ter race. i think we have a shot of that in a second. again, it's not a new kitchen but it's a beach house. okay. and there's the little deck terrace outside one bedroom. there are three other bedrooms

it is 9:26 now. good morning. i'm marla. in oakland's rock ridge neighborhood, police are trying to catch the person who dumped a woman's body in the street and lit it on fire. neighbors are leaving flowers at the spot where the woman's body was found yesterday. police say the woman's body is too badly burned to know who she is. at this point, all they know is she appears to be hispanic in her 20s. >> please call the oakland police department. you may have seen something that looked out of the ordinary around that time this morning.
